What is the FPBP?

The New York State Family Planning Benefit Program (FPBP) is a public health program that provides free and confidential reproductive health services for people who qualify, even if you do not have insurance.

It is available to youth and adults and is designed to remove financial barriers to important care.

What Does FPBP Cover?

You can get free and confidential family planning services, including:

  • Birth control (pill, patch, ring, implant, IUD, condoms, etc.)

  • Emergency contraception (Plan B, Ella)

  • STI testing and treatment (including HIV and HPV)

  • Pregnancy testing and options counseling

  • Pap smears and pelvic exams

  • Cancer screenings (cervical and breast)

  • Health education and counseling

  • Preconception counseling

  • Transportation to family planning visits

  • Retroactive coverage (up to 3 months back, if eligible)

Who Qualifies?

How to Apply

You can apply in two ways:

  1. Online: Visit the NY State of Health Marketplace and search for Family Planning Benefit Program.

  2. In Person: Go to a participating clinic. Many clinics will help you fill out the application right there.

You do not need parental permission to apply. If approved, you will get a Common Benefit Identification Card (CBIC) that you can use at each visit.

  • No. FPBP only covers reproductive health services.

  • Yes. Your application and services are confidential, even for teens under 18.

  • Approval can happen quickly, especially if you apply at a clinic. In some cases, you may be able to receive services the same day while your application is being processed.

  • It helps to bring items like ID, proof of income, or proof of address. If you do not have everything, clinics can still assist you with your application.

You can use FPBP at many locations, including:

  • Family planning clinics

  • County health department clinics

  • Federally qualified health centers

  • Rural health centers

  • OB/GYNs, midwives, and nurse practitioners

  • Some pharmacies and labs
